Bilateral Workshop August 22nd until 26th 2008, Tehran
The workshop proofed to be a highly successful event, mainly concerning the fast resumption of the Project. The number and status of the attending Iranian Project members and the subsequent discussions showed that the Project is highly respected on the Iranian side, even though the period of approval slowed down the Project’s activities noticeable. Another major success was the presentation of the Project to Minister for Housing and Urban Development Mr. Saidi-Kia aiming at achieving a “National Project Status” for the Young Cities Project.
The specific workshop results were as follows:
1. Bilateral cooperation in the forthcoming phase
The Iranian side will install a Young Cities Project Office at BHRC until the forthcoming workshop. This office - equivalent to the German Young Cities Project Center - will manage all internal and bilateral coordination and organization.
All partners agree that the Project’s planning and building activities in Hashtgerd New Town should be presented to the professional public in the framework of a planning and building exhibition.
2. New Quality Pilot Project (First Phase Pilot Project)
The building plot in Hashtgerd New Town will be bought by the contractor, the Housing Investment Company (HIC), from the owner, the NTDC. The building shall then be built according to all specifications of the Pilot Project, including the implementation of the bilateral supervision of the construction process and monitoring.
3. New Technology Pilot Project (First phase Pilot Project)
The implementation costs shall be checked again according to the Iranian prices. The façade and the cooling system of the building are to be discussed in detail on the Iranian side in terms of cost-efficient alternatives. An expert from the Structural Engineering Department of BHRC shall be appointed for the documentation process during all preliminary and implementation phase.
4. 35 ha Area Pilot Project
The Iranian main partners declare their wish to accelerate the implementation of the Pilot Project. A roadmap for the further elaboration of the 35 ha Area master plan has been negotiated with all involved parties in Tehran and is accepted by all sides and acts as the basis for further elaboration of the Pilot Project. The Iranian side (NTDC/BHRC) shall provide the German side with the latest information and data on Hashtgerd New Town in all related fields of the Pilot Project and the 35 ha Area and other related urban development data executed in the New Towns in Iran.
5. New Generation Pilot Projects
Research topics including building materials, materials recycling and demolition methods etc. shall be studied and included in the research period from 2008 to 2013. Building and construction questions of industrialization and new technologies shall be the focal point for the New Generation Pilot Projects. Proposals for the New Generation of Pilot Projects shall be put forth in the workshop in February 2009.
